I did find however the Octopus USB controller which solved the problem of using the Powermic II and Dragon 10.1 in Windows 10. Theoretically, this program will also allow use and programming of the Powermic in other programs, perhaps even regular Dragon. I was able to install it easily and it has worked fine so far.
